Background
In the late 1980s, Section 8(a) of the Small Business Administration Act was changed to provide consideration for Alaska Native Corporations (ANCs) and American Tribes. ANCSA Corporations would be eligible to negotiate federal contracts for award. These changes were in recognition by the federal government that ANCs represented communities of socially and economically disadvantages could be eligible for the SBA 8(a) Program.
Over the past several years Section 8(a) has been under attack politically. ANVCA and our membership support the opportunity to participate in the 8(a) federal contracting program. ANVCA does not participate directly in the 8(a) contracting program, however many of our members do.
